Bought a 512mb stick of RAM

I bought the RAM on February 14 and asked to get it quickly. He shipped the RAM via USPS but included no tracking and I never got the package, it must be lost somewhere. He provided me with pictures of the RAM and all before it was sent and a copy of his post office receipt to confirm that he has indeed shipped the RAM. He said he'd refund me, I asked for a non-cc paypal payment and it turned out that he sent me a cc payment, so he asked me to deny it and that he'd send it again, something he has never done. I haven't heard from Bo since April 20 (almost 3 months ago) despite numerous PMs and a couple of emails which gives me no choice but to rate this transaction as negative as I still haven't received the RAM nor my money! If it wasn't for that shipping problem, the transaction would have been really smooth though.
